Keiko Yoshino is an accomplished Chief of Staff, Chief Operating Officer, and Head of Legal with deep expertise in the formation and scaling of family offices and businesses in Puerto Rico. Known for her efficiency, organizational rigor, and commitment to excellence, she builds and leads high-performing teams while providing strategic oversight across complex legal, operational, and organizational matters.
Keiko is the founder of the Puerto Rico Blockchain Trade Association (PRBTA), where she successfully led legislative advocacy efforts resulting in a 4% tax rate on staking activities and published the first Act 60 Guidebook.
Prior to Puerto Rico, Keiko served as Legislative Director to both a Washington, D.C. City Council Member and the Deputy Mayor for Planning and Economic Development, bringing a strong public-policy foundation to her legal and strategic work.
